An investigative report by the Ghana Education Service has indicted Baba Zumah Yaro, a teaching staff of the service and popular opinion leader in the Talensi District of the Upper East region for fraud and impersonation.
According to the report seen by MyNewsGh.com and signed by an Acting Chief Internal Auditor of the Ghana Education Service Richard Boadu and two other Auditors, Mr Baba Zumah Yaro fraudulently applied to the Ghana Education Service for a teaching job using certificates of a deceased person identified as Baba Zumah who was a lecturer at the Tamale Polytechnic with the Department of Building and Construction, until his demise in June 2002.
In a background to the case of fraud and impersonation, the report stated that between October 2009 and January 2010, letters were received from two persons namely Farruk Braimah and Tebon Zumah alleging that Mr. Baba Zumah Yaro had submitted certificates for employment which belonged to their late brother Baba Zumah.
The investigators stated that a Bachelor of Arts Certificate from the University of Cape Coast in the name of Baba Zumah with certificate number 003877 was submitted by the imposter for employment into the service.
Also, a Teacher Certificate in Education in the name of the deceased person issued by the University of Cape Coast after a completion of a two year course at the Kumasi Advanced Teachers College in June 1999 was also presented for employment, the ownership of the certificate by Mr Baba Zumah Yaro was challenged by the investigators.
“Mr. Baba Zumah Yaro having got possession of this certificate for Baba Zumah had in a letter Ref. ROU/586/Vol.7/28 of 29th July, 2008 fraudulently applied and was allotted Teachers Registered Number 1071/SDU/90 by the Director, Teacher Education Division of GES, Headquarters in February 2009,” the report said.
It also emerged that a Middle School Leaving Certificate obtained by the late Baba Zumah in 1977 from Kwahu Praso as cross checked from his file at his last place of employment which was the Tamale Polytechnic was submitted to the investigators upon request by Baba Zumah Yaro which he claimed to be his.
Though Mr Baba Zumah Yaro appeared before the investigation team twice and insisted the certificates were his, discrepancies in his submission did not support his claims.
Though an affidavit was sworn in 2007 by Baba Zumah Yaro, the report stated that he “submitted certificates all bearing the name of Baba Zumah for appointment in GES as a graduate teacher in 2005. At the time of his appointment there was no evidence of change of name nor confirmation that the same person bears the two names. The affidavit attached to this report was done in February 2007. It was therefore wrong for Baba Zumah Yaro to have been appointed on the certificates of Baba Zumah.”
The popular opinion leader in the Talensi District of the Upper East region who was served with dismissal from the teaching profession in the Upper East region is also reported to be standing trial at the Bolgatanga High Court.
While recommending that officers in charge of processing appointments of staff into the Ghana Education Service should be meticulous in the examination of documents submitted by applicants, the report concluded that “The investigation reports contain sufficient, competent and relevant evidence of proof that Baba Zumah Yaro, also known as Terroug Zongbil Yaro Zumah is an imposter and fraudster who used the certificates of the late Baba Zumah to obtain employment in GES.”
